Populations
From Travellers Guide to StariumXCV
Populations are groups of beings that live on an Area. Populations are grouped by Race and Religion. An Area can have any number of unique Populations on it, each tacked individually.
Populations are primarily used for Production, but are also a component of training Units. When recruiting a Leader, its race is based on the Population it was drawn from.

Race
The Population's Race determines its baseline stats.
Technology
When an Area with Populations is claimed by an Empire, that Population's technology levels will gradually rise or fall to match the owner Empire's. If the Empire can't support their advanced tech, it will slowly decay. The Empire's tech will also accelerate the advancement of less advanced technology.
